EDO STATE HEAD OF SERVICE BAGS LIVING HERO OF LEADERSHIP WORLD AWARD
Barrister Okungbowa, an astutue legal Practitioner and Politician was decorated and received this noble award for his leadership quality and the event which took place at Edo State Head of Service Conference Hall, Government Secretariat, Benin,Edo State.
"I am very glad to address this importance gathering on effort making event of conferment of Living Hero of Leadership and Distinguished Noble and Best Personality of the Year 2023 to Hon. Anthony Osas Okungbowa Esq, the Head of Service, Edo State of Nigeria, Founder and Team President of LIVALSI, Comrade Oladipo Musibau Aberuagba stated this while presenting the Award."
"The best ever Head of Service in Edo State were honoured and his is very worthy of such honour and celebration for his leadership quality, philanthropic nature of life and intellectual capability in leadership that have yielded positive impact on the welfare and well-being of Edo State Civil Servants,his contribution to the economic development of the state and also his giant stride and support to the success of Governor Godwin Obaseki led administration, Aberuagba added."
"All these attributes are what earned you this prestigious honour and it's our believe that this honour will further motivates you to contribute more meaningfully to the Nigeria economic development and welfare of the civil servants in Edo State, He urged.
Comments to the recognition, Barrister Okungbowa said, "Let me expresed my gratitude to the organizer and management of LIVALSI. Let me give this as an honour to His Excellency, Mr. Governor because in reality he gave us the wings to fly. I also wonder why Mr. Governor choose me as Head of Service because I wasn't even be in cadre to become Head of Service but he choose me; Mr. Governor make me chaired the Transition Committee to ensure smooth transition from first tenure to the second tenure of his Government. It's very first time in the history of the State that a serving Head of Service chaired such Committee."
"Mr. Governor has appointed me to chaired very important Committees. Today I also chaired all Tech Development Initiatives in Edo State. I am extremely grateful to Mr. Governor for given us a platform to performed, He eulogized."
Speaking on his achievements as Edo State Head of Service, Okungbowa said "since my appointment as HoS Edo State is the only State in the history of the Country to achieved 100percent e-governance that is unique because our government have invest in Tech and the Governor have allowed me to chaired this noble initiative of ensuring that Edo is at the forthfront in Tech also today Civil Servants and Public Service in Edo State is the most developed with intellectual capacity. Edo State has the best pay Civil and Public Services in the whole of Nigeria while others paid 30, 000 minimum wages Edo State Government pay 40, 000 instead for all the Workers. Also Edo State is the only state in the Country with the workforce paid is 13months salaries. Edo State has fairly and most inclusive appointments and recruitment processes in Nigeria, Okungbowa stated."
However, Okungbowa hails from Oza in Orhionmwon Local Government Area of Edo State. He obtained his Secondary School Leaving Certificate from Baptist High School, Benin City in 1986. He bagged Bachelor Degree in Laws (LL, B) from prestigious Obafemi Awolowo University, Ile-Ife, Osun State in 1992. Okungbowa proceed to the Nigerian Law School, Lagos between 1992-1993 to obtained his Barrister-at-Law and called to the Nigeria Bar in 1993. He also obtained a Master in Laws (LL.M) Degree in Legislature Drafting in 2005 and currently pursuing his Doctorate Degree in Constitutional Law at the Igbinedion University, Okada, Edo State which he as just completed his Doctoral Thesis and is awaiting its defense beyond this Okungbowa also have many other academic certificates with several academic honours.
Barrister Okungbowa was appointed into the Civil Service of Edo State in 1999 in the Ministry of Justice as a Senior Legal Officer.
Okungbowa has held several positions of Leadership in the Ministry of Justice including Deputy Director, Public prosecution from 2013- 2014, Director and Director Legal Drafting and Advisory Services between 2014-2016. He also versed in the laws of Edo State having served as the Secretary of the Edo State Law Reform Commission between 2008 and 2018.
The then Edo State Governor, Adam Aliu Oshiomole appointed Okungbowa as a Permanent Secretary in the Ministry of Local Government and Chieftaincy Affairs in 2016 and later appointed the First Permanent Secretary and Chairman of the Edo State Pensions Bureau in 2017. It is worthy of note that as the first of the State Pensions Bureau, the framework which he developed in the newly established Agency of Government at that time became template that subsequent leadership have relied on for success in the Bureau.
However, due to this competence and Leadership traits, the Edo State Governor, Godwin Nogheghase Obaseki appointed Okungbowa as the Edo State Head of Service which make him the youngest person to occupy such an exalted position in the history of the old Bendel State and Edo State. The Young Okungbowa has written articles and Bills which contribute immensely to the development of Edo State.
Okungbowa has also chaired many others Government Committees and Boards as well as Public Offices in the State.
Recall Edo State is the only state in the Country that give automatic employment to each First Class Graduates from the selection Higher Institutions in the State.
"Edo State has best workplace environment in the Country. All of these make Edo State having the best Civil and Public Services in Nigeria. We are proud of the Governor we have that's why I dedicated this award to Mr. Governor and my colleagues because everyone were my supporting course and doing its best toward ensuring that the Ministry is moving to is permanent site. Though, sustainability is an issue but we must continue to do our best for Edo State, Okungbowa admonished.
Dignitaries present at the glamour event were the Ministry Permanent Secretary, Directors, Consultants, Senior and Junior Staffs of the Ministry and many other Government officials in Office of Edo State Head of Service.
